In a film, Plan A, a character asks sth along the lines, "How come you didn't do anything?" note to self - get the quote. Clip the moment.

The underlying repsonse which I'm not sure a single character there quite understood with the words to describe, "It was designed so people of the time would not do anything, else it wouldn't have happened (– fucker)."

and that was perhaps the darkest moment of the film itself, echoed throughout then made nearly-explicit at the end in dismanteling the fourth wall.
